Moving from using the HPS SMTP server to one hosted through SendGrid. This gives the dev teams more visibility into how emails are being delivered. We can also start exposing those stats to end users as well once emali feature are developed.

This work will likely require a dedicated PIF so the development costs can be easily bucketed. For now the work is merely some research into how deep the email logic goes and how widespread across Sales and Svc.
